The proper way to find the rate is divide the number of divorces (3.5) by the number of marriages, (7.6). The result is 0.46, or 46%. Not 0.7%.

No, the statisticians all say that dividing the number of divorces occurring by the number of marriages occurring in the same year is NOT a proper way to get any useful figure. Although in the very long run, if rates remained stable, I should think it would be accurate. These "per capita" rates that the government reports every year don't tell you much that intuitively is meaningful; but they are the standard way of reporting the divorce rates and so are useful for comparing different times and places. Now, a per capita rate that divided by the TOTAL MARRIED POPULATION would be useful, but for some reason no one calculates and reports that rate very often.
